Rules for authors of the journal
(procedure for admission, review, and publishing)

(revision of 21.03.2018)

#1. Overview
Revision takes into consideration the original, have not been previously published articles (up to 7 pp), containing new research results:
- of Educational Sciences (including - general pedagogy, history of pedagogy and education theory and methodology of professional education, the theory and methodology of training and education (in various domains), pedagogical problems of the application of Internet technologies in education) within the framework of codes of scientific specialties : 13.00.00 - pedagogical sciences,
- of Psychological Sciences (including - Pedagogical Psychology, Psychology of Development Psychology) under the codes of scientific specialties: 19.00.00 - psychological sciences.

The journal "The Emissia.Offline Letters" adheres to the standards of editorial ethics, in accordance with the international practice of editing, reviewing, publishing and authorship of scientific publications and recommendations of the Committee of Publication Ethics - COPE.

# 2. The procedure for review

# 2-1
Articles from authors who do not have the degree of Candidate or Doctor of Sciences or PhD, be taken into consideration together with the recommendation of the supervisor of the work for publication of an article in the magazine "The Emissia.Offline Letters". At the recommendation, written in any form, shall be designated the scientific novelty and significance of the results of the work presented and include a statement on expediency of publishing an article in the form in which it had sent to the editor. Recommendations must be signed and the signature is recommended - certified by the personnel department offices. Recommendation should be sent as a file with the extension .jpg, or .pdf.

# 2-2 After a preliminary review article on the subject:

a) compliance with the subject of the magazine,
b) compliance with the technical requirements for the articles (see. # 4 of the Rules),
c) the recommendation of the head of the availability of work (for authors without scientific degree)

the author will be sent a notice of one of the two species (E-mail address from which the materials Received):
 - to transfer the article reviewer
 - refusal to accept the article, indicating the reasons for refusal.

# 2-3 Provides an internal review of all incoming materials, relevant articles publication, with a view to peer review. Reviewers are recognized experts who have in the past three years, publications on peer-reviewed material. Reviewer appointed editor in chief from among the members of the editorial board or external experts, taking into account the specialty code number corresponding to the received content of the manuscript. As a result of the review will be sent to the author by e-mail notification of one of three types:

  - a positive response of the reviewer, without comment on the merits of the work presented; In this case, the notice shall be attached to the "License Agreement" and "Contract for scientific advice" now "consulting bureau", providing a magazine;
  - the impossibility of publishing material without substantial improvements on the part of the author; In this case, the notice attached to the text of the article with the reviewers' comments and the proposal to modify the material and return to the editor to re-review;
  - negative reviews about the reviewer; in this case, the notification shall include a copy of the reviewer to enter into (a reasoned rejection).

Notes:
  - the name of the reviewer is not disclosed until the publication of the material;
  - the name of the reviewer is indicated at the end of the published article, along with the name of the head of the work (if any);

# 2-4
Reviews stored in the publishing and editorial office for five years. 

# 2-5 Editorial send copies of the reviews to the Ministry of Education and Science  if supplied request.

# 3. The content preparation of articles

Text of the article for publication in the journal should be prepared as soon as compatible with the clarity of presentation. We encourage potential authors to get acquainted with the materials:

# 4. Specifications for the article registration

The article is sent for publication should be written in Russian or in English.

# 4-1 Preparation of the article in Russian

For the preparation of the article, please, use a text editor Microsoft Word for Windows
- operating margin of the page - 170mm x 257mm,
- font - Arial, size 14,
- line spacing - one and a half.

The layout of the text:
- on the first line: surname, name and patronymic of the author (in full)
- on the second line: academic degree, title, organization, city,
                                  for graduate students: graduate student ... (the applicant in the department ...) the university town ... ..
- on the third line: the personal email address of the author (alignment - on the left)
If several authors - all of the information about the second author information is provided below the first, etc.
- further: the article title (bold, alignment - on the left);
- further, summary (five to eight lines, alignment - the width of the page), from the summary should be clear what is the novelty of these results;
- further: keywords (4-8 words or phrases, separated by commas; alignment - the width of the page);
- further, the basic material of the article to 7 pages of text (including tables, excluding figures and references), (alignment - the width of the page);
- further: bibliography - after the word "Literature" (alignment - on the left).

At the end of the paper (after the bibliography):

in English: author (s): last name, first name and middle initial, academic degree, title, organization, city, e-mail address (alignment - on the left);
in English: article title (font - bold, alignment - on the left);
in English: abstract (alignment - the width of the page);
in English: keywords (alignment - the width of the page);
References transliteration (transliteration of it, not in English) (alignment - on the left).

Quoting and reduction:

S
ymbols and abbreviations should be explained at the first mention in the text.
Footnotes are allowed only at the end of the article (but not to the bottom of the current page).
All cited sources must be indicated in the list of references at the end.
Mention the names of a researcher in the text must necessarily be accompanied by a reference to the publication of the researcher.
The list of references should not be any sources that are not mentioned in the text.
The list of references should be placed sources in the order mentioned in the text (not alphabetically).
The text of the article source number is the square (not round) brackets.

Figures and tables:

For the preparation of drawings, please use graphics editor. Allowed preparation of drawings in the formats .jpg, .gif.
Do not use options editor Microsoft Word for Windows to prepare the drawings.
The figures are placed within the working area directly in the text (no text wrap) based on the logic of presentation.
Figures should be accompanied by a signed and numbered consecutively.
Tables should be located within the working area. Table header should not be moved to the next page.

# 4-2 Preparation of the article in English

For the preparation of the article, please, use a text editor Microsoft Word for Windows

# 5. Reference to articles published in the electronic journal

Reference to an article published in the magazine "The Emissia.Offline Lettrs" should be in accordance with the guests on the following pattern:

Note:
the newly adopted state standards by reference to electronic publications at the end of reference need to specify the last date of application to the cited source - that is, the date when the source was quoted guaranteed access. Date prescribed in square brackets in the format DD.MM.YYYY.

# 6. Contractual relationships with authors

Review all incoming articles free of charge.

The contractual relationship with the author begins only after receiving a positive opinion on the article by the reviewer's wording.

After a positive opinion on the article from the reviewer's version of the forms will be sent to the author of "License Agreement" and "the Agreement for scientific advice, providing preparation for publication and the publication of the material.

# 7. The content of the first call of the author to the Editor

To request the publication of the article should be by e-mail to emissia@mail.ru, to the Secretary of the Editorial board. The body of the letter must specify the mobile phone number to communicate with the author.

The letter should be attached

1. Article prepared in accordance with the requirements of this Rules as a file with the extension .doc or .docx.
2. The recommendation of the supervisor of the work, see. # 2-1 of this Rules (for authors without scientific degree)
3. A copy of the graduate certificate - a file with the extension .jpg or .pdf (for graduate students)
